Diane Lynne, president

Diane is currently serving as President, having recently served as Executive Vice President and Chief Steward. Diane is a dedicated union leader; she has previously served two terms as NTEU Chapter 280's President, and has served as chapter Executive Vice President and Senior Vice President. Currently, Diane is representing NTEU Chapter 280 during collective bargaining with EPA management and she previously represented our chapter during negotiations over the 2015 Collective Bargaining Agreement (CBA).

As an attorney in EPA’s Office of Enforcement and Compliance Assurance (OECA), Diane has negotiated compliance agreements with many federal agencies. She has also served as a Fellow on a detail at the Department of State for two years developing model energy efficiency programs for Southeast Europe.

AMER Al-mudallal, EXECUTIVE VICE President

Amer is a Chemist in the Office of Chemical Safety and Pollution Prevention (OCSPP), Office of Pesticides Programs (OPP), Registration Division (RD). He's been with EPA since 1997. Prior to serving as the Executive Vice President, Amer served as the President of the chapter. He was the Co-Chair for the National Partnership Council (NPC) from 2014-2016. The NPC included EPA’s five unions; NTEU, AFGE, NAIG, NAIL, and ESC.

Amer is a tireless advocate for employee rights, ensuring that all employees are treated with dignity and respect. He's currently NTEU Chapter 280’s President.

Murphey Coy, Senior Vice President

Murphey is an entomologist in the Office of Pesticide Programs (OPP) working in the Biological and Economic Analysis Division within the Office of Chemical Safety of Pollution Prevention (OCSPP). After earning his Ph.D., Murphey joined the EPA in 2018 and became a union steward in 2019. One of his first jobs instilled the fundamental importance of unions and employee rights. He looks forward to advocating for your rights and interests as dedicated civil servants. In the role of Senior Vice President, he will handle communications, events, and member engagement.

ADam ross, CHIEF STEWARD

Adam joined EPA both as an Attorney-Advisor in the Office of Pollution Planning and Toxics (OPPT) in March 2017 and as a NTEU Chapter 280 dues paying member. Within a few months, he became a steward where he has served for nearly six years. During this time, he has enjoyed many unique opportunities afforded him including delivering a petition to Congress during the lockdown in early 2019, listening to Congressman John Lewis deliver a speech before union members at an annual legislative conference, and, most of all, serving union members in a variety of ways. In this expanded role as Chief Steward, he is honored to represent the members of NTEU Chapter 280 in an even greater capacity.

ANNE PASTORKOVICH, SECRETARY

Anne is an attorney/advisor in the Office of Air & Radiation, Office of Transportation & Air Quality, where she works on all things fuels-related. She also has a background in information security. Anne is a graduate of George Washington University, with degrees in economics (B.A.) and law (J.D.). She previously served the Chapter as Senior Vice President and as acting Chief Steward.

In her spare time, she enjoys running, cycling, and trail volunteering.

John ravenscroft, TREASURER

John is a microbiologist in the Office of Water’s Office of Science and Technology. He’s been with EPA since 2001 and is a Registered Environmental Health Specialist with the National Environmental Health Association. Previously, John has volunteered with Chapter 280 as a member of the election committee and for the last two election cycles was the chairperson of the election committee. He is looking forward to supporting the executive board and the members of Chapter 280 as the Treasurer. In his spare time, John enjoys playing music, traveling and is an avid gardener.

DAVID ALEXANDER, VICE PRESIDENT AT LARGE

Besides being an enforcer of environmental laws in EPA’s Office of Enforcement since joining EPA during the Carter administration(!), David has been, and continues to be an effective advocate for tenants, cancer patients, consumers, bicyclists and EPA employees. Those employees he has not had the pleasure of meeting during the last 37 years he hopes to meet during the next.

Andrew byro, vice president at large

Andrew is a chemist who comes from a long, proud line of union workers. Originally hailing from Brooklyn, he did his time in the trenches of grad school, then joined FDA as a chemist testing for food additives in 2015. He transferred to EPA in 2017 in the Antimicrobials Division of the Office of Pesticides Program (OPP) as a human health chemist and nanotechnology SME. Andrew enjoys learning new languages (currently ASL), cooking, video games, reading, and arguing with friends.

MARIA RODRIGUEZ, VICE PRESIDENT AT LARGE

Maria is a Chemist in the Office of Chemical Safety and Pollution Prevention (OCSPP), Office of Pesticides Programs (OPP), Registration Division (RD). She has had the opportunity to do both science and policy work, giving her a good understanding of many of the day-to-day activities we perform at EPA.

Currently serving as a Vice-President at Large, Maria has been a supportive member of our Union since joining EPA in 1989. Throughout the years she has served as Steward and has participated in different committees. She has represented employees in investigatory interviews and advocated for employees during reorganizations. More recently, Maria has been an active participant in a workgroup addressing employee morale issues at OPP. She has played an active role in voicing employee concerns and protecting their rights during the Potomac Yard consolidation.

BILL WASSELL, VICE PRESIDENT AT LARGE

Bill is a chemist in the Health Effects Division of the Office of Chemical Safety and Pollution Prevention’s Office of Pesticide Programs (OCSPP/OPP/HED). He has been with EPA since 1991. Bill performs the roles of residue chemist and risk assessor in his division. Prior to EPA, he worked in a laboratory performing the types of studies he now reviews at EPA. He enjoys listening to music, hiking, running, and family activities.
