In accordance with Part IV of the NTEU Bylaws, this is the Official Notice for Nominations and Election of Officers for Chapter 280. Chapter 280 will hold an electronic, secret ballot election using ElectionsOnline beginning on May 22, 2018 for the following offices:
President
Executive Vice President
Senior Vice President
Vice Presidents at Large (5 positions)
Chief Steward
Secretary
Treasurer
The term of office is three (3) years, beginning on July 1, 2018 and ending on June 30, 2021. The elected Chapter President and Chapter Vice Presidents, by virtue of the NTEU National Constitution and Bylaws, will serve as delegates to the NTEU 2019 National Convention.
Email for Receipt of Materials—All election-related materials will be sent to your EPA email address. Should you prefer to use an alternative email address, you must provide it to nteu280election@gmail.com no later than 5:00 p.m. three weeks from the date of transmission of this notice. Note that the email address that you provide will be used to verify your identity and will be the address at which you will receive your ballot email. Please note, however, that your vote will be secret and will not be associated with your name or email address in materials provided to Union officials.
Nominations—members of NTEU Chapter 280 as of March 16, 2018, and who remain members in good standing through May 22, 2018, are eligible to nominate a candidate and vote in this election. Any member wishing to nominate a candidate for the above-mentioned offices must submit nomination(s) in writing via email to the NTEU Chapter 280 Nominations and Election Committee at nteu280election@gmail.com. All nominations must be received by 5:00 p.m. EDT on April 23, 2018; nominations received after that time, or by any means other than via email to the Committee at the email address specified, will not be considered.
The nomination must state the name of the person being nominated and the office for which that person is being nominated. The nominator also must include his/her full name in the nomination. For example, “I nominate Jane Doe for President of NTEU Chapter 280. Richard Jones.” Self-nomination is permitted.
All candidates must be members in good standing of NTEU Chapter 280 as of May 15, 2018. However, an employee who, under the provisions of the Civil Service Reform Act of 1978, is considered a supervisor is not eligible to represent the chapter as an officer.
The Committee will notify all nominees of their proposed nomination by email by April 25, 2018. Each nominee must submit an agreement to run for office by email to the Committee at nteu280election@gmail.com no later than 5:00 p.m. EDT on May 4 Individuals may run for only one office. If nominated for multiple offices, a nominee may accept only one of the nominations. If a candidate for an office is unopposed, there shall be no necessity for the election of such a nominee, and he/she shall be declared duly elected.
Campaign Literature—Candidates who wish to send campaign literature to Chapter members must notify the Election Committee Chair no later than 5:00 p.m. EDT, May 18 , 2018, at (703) 855-4290 or via email to nteu280election@gmail.com. Candidates must transmit campaign literature via email to the NTEU Election mailbox no later than Noon. EDT, May 21, 2018. Candidate literature will be e-mailed immediately thereafter.
The Election—the election will be conducted by electronic, secret ballot on using ElectionsOnline. Balloting opens on May 22, 2018 and closes on June 5, 2018 at noon. Write-in candidates are not allowed.
Directions for electronic balloting will be emailed on May 21, 2018 to members in good standing. Members must cast their ballot electronically, via ElectionsOnline, by 12:00 noon on June 5, 2018. At that time, voting will close and the tally of ballots will be reviewed. The candidate receiving a plurality of votes for each office will be declared the winner.
Candidates who wish to observe the close of the election and review of the tally of electronic ballots are invited to join the Election Committee at noon on June 5 2018, at the NTEU Chapter 280 Offices, Room 3376, EPA East Building, Washington, D.C. 20004.
